Yesterday I was in a place behind a firewall I had to disable and re-enable the js minifcation in doc.t.o (and remove CDN for javascript there also) for some popups to work (well, the mouseover the down arrow icon at the top right corner of wiki pages, so that I could click at "edit" from there.). Same with box to "Display php error messages": clicking there refreshed the page but no extra info shown.

Today I was working in my usual place, and I experienced the same issue. I tried first to clear again my browser local cache (including cookies) and no change. So that I when it doc.t.o (through directly typing the url's to login and visit the control panels) and disable js minification.

There is something wrong somewhere with minification in doc.t.o at least, afaik. I leave the js minifcation off for the time being in doc.t.o.
