In v1.9 since 19th March is an additional line in header.tpl for MSIE browsers. However, most MSIE expect the favicon to be of type image/ico - which older Mozilla doesn't render correctly (assumes image/xpm I think - and therefore produces garbage image).

luci and mdavey plan to add a favicon featurette to site identity for v1.9
